Position Overview

The City of Phoenix Information Technology Services Department is seeking an experienced Business System Analyst to support the Public Health Department. This role requires a technically savvy, organized, and communicative individual who can coordinate and deliver complex data integration and business intelligence solutions in alignment with citywide efforts to address opioid response and monitoring.

Role Summary

You’ll serve as a Technical Analyst/Coordinator working closely with city departments and external partners. Your primary responsibility will be to identify data requirements, document workflows, and support the creation of integrated dashboards for opioid surveillance and public health insights.

Key Responsibilities

• Collaborate with internal departments and external stakeholders to gather, validate, and document business and data requirements.

• Conduct data discovery, profiling, cleansing, and integration from multiple systems (Police, Fire, Homeless Services, Behavioral Health, Parks, etc.).

• Document API specifications and support the integration of internal and external systems.

• Coordinate with the Business Intelligence & Data Integration (BIDI) team to align dashboards with public health goals.

• Support iterative dashboard development and User Acceptance Testing (UAT).

• Ensure data insights are accessible in real-time and comply with city standards.

Project Background

The Opioid and Substance Surveillance and Monitoring Dashboard is a major initiative led by the City’s new Public Health Department. The goal is to create a centralized, real-time data ecosystem that improves awareness, supports strategic interventions, and ultimately mitigates substance abuse impacts across the community.

Project Phases Include:

• Data Profiling & Cleansing

• Dashboard Development

• UAT & Production Launch

Candidate Requirements

• Local Only: Must be located in Arizona at time of submission and available for in-person interviews within 1 week of job posting close.

• Availability: Should be able to start within 2 weeks of offer.

• Education: Bachelor’s Degree required.

• Career Level: Experienced (Non-managerial)
