Overview:

The Procurement Analyst ensures the procurement of IT-related goods and services aligns with the best interests of the state. This role involves evaluating IT vendors and managing procurement contracts, including Requests for Quotes (RFQ), Requests for Proposals (RFP), and Requests for Information (RFI).

Key Responsibilities:

• Manage procurement for IT products and services such as Software, SaaS, Hardware (Desktop, Data Center), Cloud Infrastructure, Telecommunications, and emerging technologies.
• Conduct research and vendor evaluation for IT procurements; provide supplier recommendations based on findings.
• Support business areas in vendor evaluations, contract negotiations, and procurement documentation development.
• Ensure compliance with state procurement rules, regulations, and financial principles.
• Process orders through the Arizona Procurement Portal (APP), including resolving funding issues and managing change orders.
• Monitor product license usage, determine maintenance needs, and oversee contract renewals.
• Generate fiscal and monthly reports, including detailed analyses of division spend, ROI, TCO, and cost-benefit analysis.
• Support continuous improvement initiatives by identifying process optimization opportunities.

• Maintain organized and accurate records, databases, and supplier workbooks.

   

Required Skills:

• Strong understanding of IT products and services (Software, SaaS, Hardware, Cloud, Telecom, etc.).
• Knowledge of procurement laws, regulations, and best practices.
• Proficient in financial analysis, reporting, and DES financial systems.
• Expertise in tools such as Excel, Word, IT Service Management Tools, and G-Suite.
• Strong organizational, analytical, and time-management skills.
• Ability to facilitate meetings, communicate effectively with diverse audiences, and lead procurement projects.

• Ability to work independently, manage multiple tasks, and meet time-driven deadlines.

   

Qualifications:

Education: Bachelor's degree in finance, supply chain management, or a related business field preferred.

Experience: Minimum of 2 years of IT procurement experience or 3+ years without a business degree.

Strong experience in procurement of IT products/services, negotiation, and contract management.
