Description

Through a combination of primary and secondary sources and methods, provide a high level of support for COVID-19 economic recovery projects in the Economic Development Department. The workforce and local economic data produced are used to inform Pinal County Board of Supervisors policy decisions and to fulfill ad hoc requests from County Leadership, media, and public.

 

SUPERVISION RECEIVED/EXERCISED

Receives supervision from the Director of Economic Development or other designated County Manager staff.

EXAMPLE OF DUTIES

TYPICAL CLASSIFICATION ESSENTIAL DUTIES:          

●      Review raw data, verify it for accuracy and relevancy, provide analysis, and write reports that include summary tables, graphs, and charts.

●      Development of data visualizations and dashboards.

●      Perform qualitative and quantitative workforce research.

●      Analyze technical information from various sources and write reports, analyses, summaries, and histories, as assigned.

●      Responsible for the Recovery Metrics Reports which includes data collections, analysis and reporting out to various Stakeholders.

●      Review, analyze and report economic and employment raw data. Notify the Director of recommendations when data elements are changed.

●      Conduct surveys, collect data, tabulate, analyze, and display data.

●      Compose correspondence to furnish or request information.

●      Respond to quick-turnaround research requests from County Manager, Department Directors, Communications staff, and directly from the Board Members.

●      Serve as staff liaison to local, state, and national organizations as needed.

●      Develop and maintain data sets that will enable identifying trends and workforce demand.

●      Maintain absolute confidentiality of work-related issues, customer records, and restricted County information.

●      Perform other related duties as required.

Minimum Requirements

●      Bachelor’s degree in planning, economics, geography, public policy, real estate or related field (master’s degree welcome, but not required if meet other requirements) with exposure to methodology, statistics, and analytical writing. 

●      Four years of increasingly responsible professional experience in economic development, commercial development, municipal or business administration, or related field. Additional qualifying experience may be substituted for the required education on a year-for-year basis, up to a maximum of two years.

 Preferred Qualifications:

●      Master’s degree in a related field

●      Knowledge of Pinal County and Central Arizona

●      Knowledge of ArcGIS, Microsoft, and Google including but not limited to Microsoft Word, Excel and PowerPoint and Google, Docs, Sheets, and Slides. 

●      Knowledge of US Census data, US Department of Labor data, American Community Survey, ESRI Business Analyst, and real estate listings.

●      Knowledge of  job and real estate markets and language.

●      Skill in using GIS software programs and other specialized application software.

●      Ability to promote and implement the County’s economic recovery programs and projects.

●      Ability to conduct research and prepare complete and accurate analysis, reports, and recommendations.

●      Ability to interpret and apply complex regulations, legislation, and guidelines.

●      Ability to create professional and visually appealing reports & graphics.

●      Ability to establish and maintain effective working relationships with elected officials, task force & commission members, department heads, representatives of community agencies and organizations, citizen and business groups, County staff, and the general public

●      Skill in professional presentation techniques

●      Skill in professional writing techniques including grammar, punctuation, and typing.

 

 

 

PHYSICAL DEMANDS:

The work is light and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.  The work also requires the ability to finger, handle, reach, perform repetitive motion, lift, push, hear, speak, and demonstrate mental and visual acuity.
